Working with public bodies such as the Scottish Government, Scotland Excel, Royal Botanic Gardens Edinburgh, Scottish Parliamentary Corporate Body, Historic Environment Scotland, Orkney Islands Council and others, support was provided on embedding circular requirements into contracts and frameworks, as diverse as major construction projects, furniture, ICT, Hard FM, Uniforms and PPE, Playground Equipment, Domestic Furnishings.
ProCirc
SPL worked with Zero Waste Scotland on the ProCirc programme until mid-2023. This focus on circular procurement pilots, such as Construction, Furniture and Playground Equipment as well as capability building through webinars and training. For example, a webinar in March 2021 considered 'The Future of ICT: circular solutions for a post-Covid world' with Philip Duddell of SPL, Mervyn Jones of Sustainable Global Resources and speakers from the City of Malmo, Glasgow Kelvin College, Re-tek and Rijkswaterstaat.
SPL has also delivered Circular Procurement training from January to June 2021. A range of case studies SPL developed, based on support on specific pilot projects are available from here.
Circular procurement workshops, training and guidance
SPL has undertaken a range of workshops for procurers and suppliers, including with ECCI and construction contractors (see Innovation) and as part of training for public bodies and suppliers across the UK.
SPL has also developed Circular Procurement Guidance and e-learning for the Greater London Authority Group.
SPL developed e-learning entitled 'Circular Procurement and Supply', which can be found at the Scottish Government's sustainable procurement tools site, here (registration and login required).

SPL’s work in supporting circular outcomes has been recognised in case studies published on behalf of clients and funders. For example, the award winning Scottish Government Client ICT Devices and others on the Scottish Government website. SPL’s Barbara Morton and Philip Duddell have regularly presented sessions on circular procurement and supply at conferences and seminars.

- NHS Circular Innovations: Research undertaken by SPL on behalf of Zero Waste Scotland and NHS Scotland has highlighted potential opportunities for applying circular procurement models to ICT, Furniture, Walking Aids, Small Electrical Medical Devices and Single Use Devices. In conjunction with suppliers, the project determined the business case for transforming approaches, taking into account financial, environmental and social factors as well as critical considerations such as clinical effectiveness and safety.
